More on Off-duty Police Shooting

If you recall, I wrote in to inform many of you about a shooting that took place in the Richmond neighborhood. More news has come out since the last post, and I would like to address it. More and more witnesses have come out to give their story about what had happened that night. Vincent Cheever, 17,gave his story. Cheever told police that Bill Panas, the man shot, was not one to start fights. He also stated that the officer never identified himself as an officer at the time of the incident. Cheever claimed that when a fight broke out, Tepper, the off duty officer, came out of his house to try and break it up. He was hit in the face with a punch, and that is when he drew his gun, waving it around at nearly everyone, stated Cheever. Cheever then went on to say that after everyone had ran down the street, Bill stuck around and said, "Come on, your not going to shoot me". Tepper then responded with "Oh, yeah?" Bill was shot in the chest and taken to Temple University Hospital where he died at 11:33 p.m.

Officer Tepper has been placed on desk duty while this investigation continues to grow. He has been with the police force since 1993 and is currently making $58,610.00. As of now, officer Tepper has not commented on the investigation.
